I have used Gamepanel for about 2 years now, the beta4 (everything more recent has moved to a normal pay basis). It's free, does everything I need (start/stop services - this tool creates the services for you, web-based file manipulation, rcon interface, user/group permissions, etc). It can even span multiple servers within a single web instance. Great, free tool.
