Post the actual URL that is in your config so we can play with it a bit (and
then change it tomorrow so we don't leach your bandwidth :) ).

I have sv_download "http://www.mysite.com/valve"; in the server.cfg.  On the
remote site, I have a /valve/ sub folder, a /valve/maps/, /valve/gfx/env/,
/valve/sounds/ambient/.  The /maps/ contains the .bsp and .res files.
When
I join the server running a map that I deleted from the client, the
resourse
checks start and then quits back to steam.  I can't find a single entry in
my domain host access or error file indicating that the client ever tried
to
connect.  I thought if might be rejected by the website host but that
should
generate an enter in the error file I would think.  I should add that the
files are on my website domain server (IPower, not a server account).  If
I
go to the /valve/ folder with web browser (IE6), I see the files and
folders
and every thing looks ok to me. I don't want to ask them for help for
obvious reasons :).  Any help will be appreciated.
