I haven't tried it but I doubt they would bring it back, for cs servers at least. from what i gather, the reason they removed the option was because people were abusing it (using porn, obscenities, etc) and they didn't want it to appear valve/steam was affiliated with that material. it was probably the content server's banner you saw, not a fastdownload or hltv.
