I came up with 30-31%, taking 66 tick divided by 2, then multiplying that
number by 3 gets you 99 tick theoretical (as normally 66 tick does about
double the CPU usage of a 33 tick).

(20/2)*3=30%, add some decimal for the remaining 1 tick.

By the way, 20% CPU on a 66 tick full 24 player server? Mind if I rent a
spot on your supercomputer? ;)
