Absolutely true.  Well... that is, if you're using the default port.  Forward 
only the port you are using but turn off any firewalls until you know it's 
working.

Turn off DMZ and unforward ports.  The only port you need to forward is
27015

If you are running two servers you need to bind the second server to port
27016 and forward that port as well.

Allow all outbound traffic from your lan to the internet.
