sv_minrate and sv_maxrate are server side settings

sv_minrate was useful because it stopped people from using an extremely low
RATE setting, especially on servers that advertise themselves as "HIGH
RATES" or "100 TICK" etc

sv_maxrate was useful because it allowed server administrators to control
how much bandwidth they used on a per person basis, which was handy if your
server has limited bandwidth.

At least that is my understanding of the issue.

Please feel free to correct me if you can prove it logically.
