You can use netstat to find out the IP of the content server you are connecting to - look for connections to port 27030 when trying to update, but I'm not sure of the what you can to do resolve this - its not something I've come across before. I tried deleting the blobs and msi and still nothing, stops at the same point with a 256kb file ( dedicated.dll) sitting in my directory... Just checked again and it finished the dedicated.dll and downloaded one more file, but then hung again during the download with a 64kb seralizers.dll. Trying again it now gets stuck at Checking/Installing 'The Ship Common' version 16 Trying 3 more times I was finally able to get verifying again, again it downloaded one more file partially and completed the previous one. I have a feeling this is going to take all day.
