The problem I am having is a cheat site as set there eyes on my
servers. They come in then all of a sudden you try to ban them and you
ban another admin instead they change there names and steam addresses.
Most of there steam ids start with 777 or 77 and I ban them and they
come right back. I ban there ip's and they are back again not sure
what to do

It should be pretty easy to tell.  If his view snaps onto an enemy's head or
body (through a wall without any prior knowledge of anybody being there)
like nobody's business, it's probably safe to assume he's cheating.  The
best evidence is to observe for a while.

Though I'm not exactly sure talking about cheats or LINKING to them on this
mailing list is the best of ideas (not directed to you but to everyone).
