N.B. Don't confuse the dual core optimiser with the dual core CPU driver
they are different.

HLDS server operation is the gist of the question.
Dualcore patches change the HAL time method not to use TSC. You don't
really need it. The same behavior can be witnessed by installing 2k3 SP2.
