It IS for demo analysis. We don't see the point in banning people who are playing on sv_cheats 1 servers.
So if you are mucking around with other players all who know sv_cheats is enabled and one of them decides to demo you while you're using r_drawothermodels 2 then they submit it and you get banned for cheating. (Note: when sv_cheats is enabled and all players know about it, it is NOT cheating as it does not give you an unfair advantage) We don't want this to happen (and I know a LOT of other server providers who also would not like this to happen).
