FWIW, I'm running a Sonicwall TZ170 on this particular connection.

All in all, it's more than a tad irritating.  I've run HLDS behind a
firewall in the past and never experienced this issue and I can't believe
Valve would be so shortsighted as to design the server/trackers such that
they do not work for servers behind a NAT/PAT configuration.  The firewall
performs stateful packet inspection but it's configured to route the ports
as a public server.  Maybe packet size?  Could be packets are fragmenting as
they pass-through/leave the firewall.
