Both. It's primarily a scripting engine/interface but it comes with a built in administration API and a decent set of plugins in the default package that provide a large percentage of the features offered by the other admin plugins. All these can be removed/replaced or modified (everything is GPL) as you wish and there's a huge selection of third party plugins available to customise your server.
