Seeing as it's serverside, it's probably just using a valve plugin (or possibly even sourcemod) to do these things. I don't really see how it would be "illegal" because it's just basically allowing your client to run certain commands so that the server gives you abilities you normally wouldn't have, as I don't think it would be possible to install actual client-side hacks into the servers, as most clientside hacks rely on a hook into DirectX, if I remember correctly.
