Aside from being scummy, it's certainly against the rules of any professional gaming league, which would make use of such servers (criminal) fraud if used to cheat to obtain a cash prize. I'd also be very surprised if there wasn't a term prohibiting modification or reverse-engineering of the published software in Valve's EULA.
Unfortunately, there's not much that can be done, since SRCDS is a publicly available piece of software - anyone can obtain a copy and reverse-engineer it with the right tools. (That's also why we have useful things like Metamod.)
