A dual core with 2GB would be the minimum in my book.. As a general rule of thumb I would say that for every slot you should allow for around 32MB of ram. Thus 66 players x 32 MB= 2112MB. More is always better though so if you could go for 3GB. As for the processor, a quad core would be great but a dual core should be fine, just make sure you get the largest L2 that you can (This means intel chips for sure).
