Well, they could make it so that it says something like this:

Dear ####,
Your email associated with your Steam account has been changed. The changes
will activate in 24 hours. In case you did NOT change your account email,
please log-in to your Steam account at steamcommunity.com and change your
email back to what it was, and then change your password.

You can't have a link right in the email, because then if you got your email
hacked they could really screw up your Steam account.
