I believe coding for xbox and coding for windows is very similar, which is also why its easy to release a game on both PC and xbox. So both platforms on the same server is a possible transition, however I don't believe they are doing this yet. It could possibly be that we are seeing dev's working towards doing this, with both using very similar package (hence we see files related to xbox on the PC version even though they are not used). We also see the same xbox and controller config files in TF2 which is also on the xbox. Those have been there for over a year now and there is no cross-compatability with servers there.
I'd say the answer at the moment would be no for the other reason that if it was the case, Valve would be touting it and making a big thing about it because they'd be the first. I think we're just seeing them either using the same code for the two versions, or working towards making it possible in a future game. I'm fairly confident in saying that when its possible, you will know about it because it will be everywhere.
