Interesting. I wonder if it has something to do with the lobby system. Maybe
when the lobby sends the commands to the server some of the commands are
listed as cheats and thus the server has to be changed to sv_cheats 1 to
apply that, if it's in the server config it might execute that before the
commands are executed and use the server defaults which would break things.

Good thing I've never bothered to set sv_cheats in my server.cfg.
