I'm not saying I'm right here.. but maybe the effects you see in-game from 
using sv_cheats 0 are what valve intended for vs mode? Afterall, why would they 
go to the effort of coding the melee nerf etc? (especially when it's quite 
accepted that the standard melee is over-powered).
 
There are changes to the maps on vs (rooms deleted, stairs gone, etc) which 
make it harder/more competitive/different to co-op, so I don't think I'm going 
to rule this out as a 'bug' *just yet*.
