Also, to clarify, there are a few *other* bugs that arn't to be
confused with the timeout bug:

VAC timeouts, real timeouts: if a few clients randomly timeout, it's
not the mapchange bug, and this plugin has nothing to do with it.
~10 people timeout randomly or on mapchange (but mapchange doesn't
hang): This happens sometimes, i believe those 10 people are actually
crashing (i've crashed on a few mapchanges where several others did
too)

This plugin *only* prevents the neverending-map-change issue
