The command was holdout_start. It induced a Survival start, presumably for testing before they had any dedicated Survival maps working and so they didn't have to build one in Hammer. It would start the clock if the round hadn't begun, or it would reset the clock to 0 if it was used mid-game. In Finale maps in both Survival and Versus, it would make the radio button impotent and after 1 press it couldn't be hit again, breaking the map.
