If by global, you mean, out of servers that run HLstatsX Premium...

and if by ranking, you mean players ranked by points generated by 
kills/actions that the game server is trusted to send as being accurate...

only counting of course when the server meets certain player/map 
criteria, which is also only verified by data the game server sends in 
the log or responds to queries with.


It would be trivially easy for a server admin to game the system to up 
his own or his players' ranks, or to make disliked players on their 
server(s) appear to do worse. This is one of the biggest reasons why at 
least HLstatsX:CE has never attempted something like this. It's one of 
those things that only sounds good until actually thinking about it.
