There's no other explanation for it. My server has been used as I described, about once a week with clan members starting it off and a bunch of pubbers joining after, not lots of in and out players. I'm on the third IP. Changing the IP works each time. Support is useless although I did finally get them to admit a few weeks ago that Valve delists servers, but that was the best they could do. They couldn't figure out who to ask why the IP's were delisted and how to get them back.
