My observance is that new weapon load outs quit working (if that is what you are referring too) when the server loses connection to the Steam network, or master servers, for a little while, then reconnects. All the while your users will stay connected to the server. Tell your users to reconnect to the server. This has always fixed the issue for our players, with the exception to those who disconnect when their friends list is down. Coincidence? Could be but has worked every time, Including for myself. Seems like the steam network drops the server and then in turn drops the client in some form of active connection. Server seems to reconnect on its own in time, but client doesn't... Server restarts haven't been needed on our end. Ultimately, who knows with Steam... Ask a user to try it and see. Been awhile since I have had to do it so I don't remember if I had to fully kill the game or just disconnect and reconnect... Hope that helps...
As far as your server host, remember your probably dealing mostly with community owners that will reply to you in this list (such as myself) that run dedicated/colo boxes at a major hosting co or data center, So most do not rent a game server or two, per se. Myself at one time rented two servers from the same company you mentioned and I had no issue with them. Ran out of Dallas, cause Tejas is country to be. Most issues with them are carbon based errors.
