The issue was server sided on our part. Some servers updated directly trough a 
script, all had this error. Servers updated by hand several hours later did not 
have this error.
After updating the first few once again by hand it moved TF content from 
version 107 to 108 and downloaded 1 file, apperantly missing in the origional 
update.

Linux servers. We don't enforce consistency.

Had at least 2 players with this, a verify of their client fixed the
problem.
