127.0.1.1 is just the localhost that some *nix distributions use for localhost (as opposed to 127.0.0.1 for windows machines). I'm pretty sure it will bind to localhost by default if you don't specify an IP in the startup line. Additionally, L4D actually binds to the hostname "localhost". So whatever you have localhost bound to in your operating system's hosts file is what it will bind to.
