Why not have steam://overlay/community/##### as a page then?

Then the worst you can do is force them to your community page. Don't give 
direct access to web pages out of steams control.

The point of the overlay is that it is connected with community so users can 
join groups right from the server without using a bunch of work arounds and 
abusing the invite system.
