To use steam commands paste them into run or an explorer window.
It won't work if steam isn't installed.

details 2:21 PM (3 hours ago) This is grossly off-topic, but does anyone
know how to use Steam commands like the one described in 1.? Someone on
Reddit claims that anyone can download and play the beta using these steps.
Thanks!
1. steam://validate/260 - and wait for Steam to fully download the GCF.

2. Use GCF Scape to extract the cstrike_beta folder to the SourceMods folder
(located in the SteamApps folder)

3. In the cstrike_beta folder, open GameInfo.txt

Change the SteamAppID from 260 to 440 (Requires TF2!)

Find the steam.inf file, rename it steam_.inf

Restart Steam.

Right click the new game in your Steam Library...

click properties. Set Launch Options, add in advanced Security Options:
-insecure -secure

Play the CS:S Beta.
