I was going through all the Replay-related details on the TF2 Wiki (http://wiki.teamfortress.com/wiki/Replay), and it seems that Replay and be either On or Off for all users. It is currently possible, or being planned/considered for server administrators to be able to limit Replay usage to a particular list of SteamID's (maybe in a server-side .cfg / .ini file or something)?
