replay_port is bound upon startup regardless of if you use replay or not.
i'd suggest you use the -strictportbind flag and set all possible ports for all your srcds installs
flags for various ports are:
+tv_port (default 27020)
+replay_port (default 27040)
+clientport (default 27005)
-port (default 27015)

I have the servers spaced by 10 ports or so, but I am having particular issues with a (pretty popular) server running on port 27045. Is there anything I can do to restrict the number of ports each instance is using? This applies to some HL2DM and TF2 servers. Note I am don't have Replay enabled on the TF2 ones.
