replay_port is bound upon startup regardless of if you use replay or
not.
i'd suggest you use the -strictportbind flag and set all possible
ports for all your srcds installs
flags for various ports are:
+tv_port (default 27020)
+replay_port (default 27040)
+clientport (default 27005)
-port (default 27015)
