I've played for about an hour and managed to recieve 2 gifts in a row at aproximately 5-min delay. A friend playing with me on that same server recieved none. In fact, he states he has recieved none since the update, and he played for about 7 hours.
 
I don't think "true random" method of giving the gifts away is really working. The change was suposedly meant to justify their distribution, however I believe this is not rewarding the players properly and evenly.

Definitely not 5min delay as i've seen and heard people saying they got a gift and immediately as it was collected, another said the same thing.

Sometimes the system is buggy and no one will not get any gifts. I had to restart one of my servers yesterday and it fixed the case.
