I think that would be a very hairy problem from Valve's perspective. They would have to track ban requests, allow people to subscribe to others' bans, all while protecting against fraud. This would require an enormous ongoing effort.
The chief issue as I see it, what prevents a troll from banning legitimate players he doesn't like?
