Yes, i've encountered this problem too (37/32 players on 32 slot server without 
reserver slots??? O_o). But I remember, that after this mass attack Valve 
updated all games with patch notes "Fixed a problem that allowed spoofed IP 
addresses to make connections to the game server" - 
http://store.steampowered.com/news/8323/ , so this was common problem.
