If you're asking this regarding the warning that pops up in TF2 when connecting to servers that have > 24 slots, the warning isn't displayed due to server performance. Rather, TF2 is designed to be a 24-player game, and the maps and such perform best (arguably) with 24 players. It's not that the server can't handle more players, but that the gameplay changes when more than 24 players join.
