While I agree that a mailing list isn't the best system for discussion
about servers, it at least has a slightly higher barrier to entry than the
Steam forums/discussions. If the forums were the only place for server
admins to discuss, then a lot more regular users (non-admins) would end up
posting, cluttering the actual discussions.

There are good third-party sites for server discussion though.
AlliedModders (https://forums.alliedmods.net) has a well-moderated
SRCDS/HLDS section.
