I've seen this happen since Steampipe was official for TF2, even had it on
my own MvM servers (until I switched them back to the latest and final
hldsupdatetool version). In my view the best option for now is to stay with
the hldsupdatetool version until another mandatory update is released
(forcing those servers to switch to Steampipe). Hopefully by that time the
current performance issues will be identified and resolved.
