Sadly, this is a known issue, which is why there's this text on the wiki
page: "HLDS (appid 90) currently require multiple installs before the
game's files are installed.".
I thought Alfred was looking into it, though.
As for the other thing, any commands that take multiple arguments need
the entire thing quoted on the command line (but not in a runscript
file), which should be mentioned on the wiki but isn't.

d:\steamcmd>
At which point I have the basic hlds files in my root directory, but
neither valve nor gearbox content has been downloaded. If run it again
(and again...and again), the same things happens. It won't download
either valve or gearbox content.
So, I remove the mod gearbox from the command line, and it does the
same thing. What am I missing? More specifically, how do you get
steamcmd to download hlds and gearbox content?
