Yes, you can still link an html motd to motd.txt in TF2 and it is probably the preferred method if you have a lot of stuff you want to say, but limited room/formatting to say it all. Plus, they generally look a lot nicer and stand out more than your average text-based motd, depending on what kind of image you went with.
