Just clarified with the developer, the new Fistful-of-Frags on Steam does NOT attempt to do any global player black-list of it's own (unlike the old version 3.9 "mod" for OrangeBox).
I *assume* putting the server into "VAC secure-mode" will enforces blocking VAC-banned players. PS: I didn't like that much either, and was able to block it by just preventing that domain name from resolving on my server with a hosts file. But again, I do not think that is necessary any more.
