Your current firewall rules are correct. However, what is the real ip address of the box running HLDS? IIRC the master servers filter out HL Servers ruuning on LAN IP's 10.x.x.x, 192.168.x.x 172.x. Also, have you tried using the console command 'heartbeat' on your server console? That sometimes clears it up.
