I've been running two 24 slot CS servers, apache+php+mysql for about two years on one 1200 MHz Athlon box. Since CS 1.5 I've got a lot of trouble with the servers performance and moved one of the CS Server to another box. Now the lags are gone :) I've reniced the apache process to a lower priority because the CS server is running as a normal user and cannot raise it's priority without root's intervention. But as you have a dual processor system and you only want to run one CS server you should renice the hlds process to -20 (highest priority). That would be like locking the process to one processor.
