When a provider is being DoSed, the affected routers are most probably heavily loaded. It's not necessary that the traffic reaches the bandwidth limit of a router to overload it as there's a maximum number of packets per second as well as Mb/s. Most routers drop UDP packets first when they're (nearly) overloaded so that's what you and the other players notice.
