Unfortunately, I think you'll have to try one thing at a time.  Try the upgrading the 
equip first.  In my very similiar experience (running on cable with a linksys) not 
only did it turn out that it was the router (after being in use for over a year - I'm 
no expert on the subject but I don't think a $40 router is made to handle thousands of 
connections a month for a prolonged period) but also my scsi drive which was failing 
to write sometimes when the swap was used - it was very old.  Granted my spikes 
sometimes reached into the 1000's.  I guess my point is that it could be any one of a 
number of things causing your spikes (including your pipe).  In my case, I just bought 
an entire new set-up and upgraded to a USR router which is now reaching the end of 
it's life, I think - keeps locking up now and requiring reboots.

As a side note, does anyone have recomendations for a high quality home router, that's 
of better quality than the mediocre Linky's, Dlinks etc etc?  I heard SOHO made a 
decent router with like a 50mhz processor and more than average ram.

  some kind of service level agreement with your ISP/Provider. Cable from what
  I've seen doesn't often give the full advertised speed due to congestion on
  your node etc.

  When my servers are full I only see them doing around 40-50Kbyte/sec in and
  out so I wouldn't really say you are maxing your bandwidth. Try turning off
  any other services on the server which could be causing CPU slowdowns.

  Try pingboost and max/min rates and max/min update rates.
