It's just Steam overloading.  Jules had a good idea of running a script
to keep retrying for you.

while (true); do ./steam -update blah blah blah; done

But you will get this until a serious number of people give up or finish
downloading and free up some network bandwidth.

Although the Steam Support site says there is about 380Mbps available
I'm not seeing it.  I am downloading at 11KB/Sec at the moment, as I
often download off Internet locations at > 800KB/Sec on the same box I'm
guessing it's Steam.
