There are 4 servers on there. 2 privs and 2 pubs. They rarely use them at
all. Everytime I check there is no one one all 4 at the same time except for
a few times and even then cpu usage was acceptable. The customer is looking
at netgraph and getting choke. Nothing else is running on the machine except
for apache and that is just for 1 site.

I run my clan server on a Pentium 4 3.0 GHZ with 1 GB of RAM on a Fedora
CORE I with some minor modifications. I don't get any choke and the
latencies between my cable provider and the place where I host my server
are about 11ms / 16 ms.

 First thing, I would recomend your costumer to provide traceroute's,
chokes is not exactly warping or lagging, but I don't know exactly what
the simptoms are by that description, many people use different terms
for the same problem and usually the wrong ones. Another step is that
you monitor your server, only high CPU usage would make some choking.
Besides this, you lack also another _vital_ information, like what is
running on the machine ? Lets say if you are untarring a tgz (worst if
it is bz2) file it will suck up most of your CPU cycles, so it will
always be hard to tell whats going on.
