For the servers I run, I use Maxupdate rate as 70. This is for purely TFC reasons only, since the majority of the TFC community uses non standard rates, and incorporates cl_updaterate >50
For the question you raised about setting the server too 30 and the client too 101, there is noticeable difference in play if you don't cater for what the clients connectrion can actually do. If you increased the server side up, you would also increase the bandwidth useage, and possibly even the poor 56k'ers choke/ping.
