Will there be a "HLTV only" server eventually? Also is there a list of HLTV commands somewhere? :)

I'm seeing some HLTV-commands available. It is possible to disable the availability for HLTV in a regular server?
I guess GSP's don't want their clients to being able to set up a HLTV on their own?
