I never sleep ;-)
That TCP port is the new RCON protocol (its TCP/IP based now, which
solves lots of headaches with remote controlling a server and it adds
the ability to have sub-channels of data, things like perf numbers,
logging, the new events system and so on).
The RCON protocol has yet to be released, it will be sent to the
hlcoders and hlds_apps list when I get the chance to jot down some
documentation for it.
