They might also use -pingboost in their run command to get it that low in-game.
Try -pingboost 1 in your run command, then in cfg sys_ticrate 1000. Try -pingboost 3 in your run command, then in cfg sys_ticrate 500. Pingboost 3 will increase CPU usage, but has the most improvement in actual performance and lowest in-game ping.
