I've adminpass.cfg and it contains:
rcon_password <pass> rcon_ip <ip> rcon_port <port>
Doesn't matter which server I'm playing on, I can change map, kick players a.s.o wihtout joining the server.
If you don't have these values in your config, the settings (ip/port) are taken from the actual server - you just need to set "rcon_password" in console.
